Fundraising for Serving Homeless People in Beijing（中英文）

Serving Targets: homeless people and baggers in Beijing.
Serving Items: Offer free bath/shower, washing clothes. If possible the service would be widened to providing food, medical treatment and health care.
Serving Place: The homeless people usually gather in the southern part of the city.So we will rent rooms close the southern part ofcity like Yonganmen area, so they will be able to walk there.

Volunteers:
At the beginning of the project they will assist to look for homeless people, manage the time for taking bath/shower, put the cloth pending to wash in order andhand out the washed clothes
Their names: Guo Shi, Zhu Chengzhi, Zhao Yi,Liu Yuqiao, Tong Yao. And there are also some netizens who want to become volunteers. Not sure about them since I ddin't have had real communication with them.
Daily Management:
The staff and volunteers will look for homeless people in the streets, and invite them to come to our service centre.
Let people who comeg to the center register and hand them a card .Each person has ten to fifteen minutes to wash. The other people can watch TV in the waiting room until it is their turn.
The daily managers and volunteers are in charge of ollecting the clothes (ten kilo each time), attaching a label to them and handing one part of the label to the owner which he or she should show in order to pick up the clothes after washing.
. After washing the clothes also need to be disinfected and will be handed back to their owners according to the shown labels
The staffs and the volunteers should also try to to communicate with the people who coming for help. Try to give them comforts as much as possible.
Facilities and First Investment Fees:
Fee for renting rooms: about 2000 Yuan/month, need to pay three months and deposit for one month 2000 Yuan/month *4month=8000 Yuan
First month fees for water, gas and electricity around 3000 Yuan(may be not enough)
Washing Machine: 13000 Yuan(TAOBAO price)
A Projector: 2380 Yuan(TAOBAO price)
Projector Screen: 358 Yuan(TAOBAO price)
Hand out a small towel to each people who coming for bath/shower .(3 Yuan/each*1000=3000Yuan), a set of small soup, toothbrush and toothpaste used in hotels.
Comb (0.6 Yuan/each*5000sets=3000Yuan
Shampoo in small bags (0.15 Yuan/bag*1000 bags=150 Yuan)
Daily Management fee: allowance for food, transport and communication, tentatively 600 Yuan/month, will decide after discussion.
The budgets listed above is the first investment, totally 33488 Yuan. (The prices listed above for the items are based on the online price, the actual price will be standardized by market prices and the receipts, they may be a little different from the budget given above.)
Keep the public informed of the financial affairs:
The donation bankbook will be kept by Liu Dejun, the password of the account will be kept by Miao Jue. Liu Dejun, Miaojue and Tong Yao will go together to withdraw the money.
All financial expenditure will be efficient only when signed by Liu Dejun, Miao Jue and one volunteer.
Miao Jue and at least one volunteer will in charge to buy the daily goods and materials, and take the standard receipts. They will report about the account balance at the end of each month. The accounts will be open to the donors to check on any time.
Attachment: Brief introduction of the participants
Teng Biao: LLD (Doctor of Law) at Peking University, teacher at the Law School at China University of Political Science and Law, one of funders of GONGMENG (Open Constitution)). In March 2003, because of the case of beaten-to-death migrant worker Sun-Zhigang he together with the citizens Xu Zhiyong and Yu Jiang presented a suggestion to the Law Committee of National People's Congress to, push forward to abolish the "Measures for Custody and Repatriation of Urban Vagrants and Beggars">
Mo Zhixu: Famous reporter, , qualified editor and columnist.. He has worked for the magazine "Strategy and Management" and "China Times". Later he started to draft and published books like "Biography of Hayek", "Objection", "Political Diary of American Grass Roots" . Fan Yafeng: Famous Christian Scholar of Constitutionalism, LLD (Doctor of Law), vice researcher ath the law Institute of Chinese Academy of Social Sciences. He is the chief editor of public law website and an academic adviser to the JINGDING firm
Miao Jue: Buddhist nun(, She has been involved in helping the vulnerable people for many years,especially to help the people living with the HIV-virus . The magazine "PHOENIX WEEKLY " has reported about her actions in the articl "Miao Jue: Mother Teresa in China".
Guo Shi: female Buddhist, she has participated in many activities to protect female rights.
Zhu Chengzhi: human rights activist,he has participated in activities to help homeless people in Beijing many times.
Zhao Yi: Volunteer from Beijing, he has participated in many cases to rescue and help petitioners in black jails organized by GONGMENG (Open Constitution) . He also went to Longkou in Shandong province to investigate the case of Li Shulian's 'suicide'.
Liu Yuqiao: a Christian volunteer Tong Yao: university student he has studied mathematics before, later changed to study clothes designing.
Liu Dejun: Activist for democracy and human rights. He has established the Labor Legal Assistant Centre (The office is in Guangzhou Province). He has publicized the Election Law and lead people at different levels to attend the election; He has participated in many rights protection cases such as suits for resettlement fees in Hubei province and Chongqing city; he has helped to protect the rights of a teacher in Hubei province and has taken initial action and led investigation in Deng Yujiao's case, the case of Li Ruirui who was raped by the black jail guard; the case of a petitioner Yao Jing from Shandong province who was wounded ;the case of a female petitioner from Fujian province who's leg was broken (helped to collect money for her medical treatment); the case Li Shulian, a woman from Shandong province who was kidnapped etc.
募捐――流浪人员爱心服务

服务对象：（目前暂定北京市）流浪乞讨等无家可归人员
服务项目：提供免费洗澡、洗衣服务，如果条件许可，可增加供餐服务及为其提供医疗、保健开支的服务。
地点：在靠近城中心的右安门一带租带热水器和卫生间的一室一厅或两室一厅，因流浪人员多集中在城中心地带，而且公交车都不让他们上，所以在附近租房，他们能步行过去。

负责人：刘德军（负责统筹、协调工作）
常务管理（负责服务社日常运作）：妙觉
志愿者：（在前期协助常务管理人员寻找流浪人员，帮忙计时、整理待洗衣物、分发洗好的衣物，及负责电视的播
放）果实、朱承志、赵毅、童�(yáo)，另有多名网友愿意做志愿者，但和他们还没有过实际交往，不熟悉。
日常运作：一、由管理人员及义工在街上寻找流浪人员，并请他们到服务社来接受洗澡洗衣物的服务。
二、按来接受服务人员到来的先后顺序登记、领牌排队，每人十分钟至十五分钟，到时根据具体运作情况再
定。排队等候的人，在厅内看电视。
三、由常务管理及义工负责把握时间，需要洗的衣服，排队交给常务管理及义工，每人的衣物上挂上相同标记
的标牌并登记。分十公斤一次洗涤、消毒、烘干后，由义工或常务管理按标牌分发。
四、管理或义工和前来接受服务的流浪人员进行交流，给予关心和心理辅导、安慰。
设施及第一次投入费用:
右安门附近一室一厅或两室一厅,预计2000元/月,付三押一,2000元/月x4月=8000元
第一个月水、电、气费用，预计3000元，可能不足
海尔10公斤滚筒洗衣机一台，价格暂定13000元（一万三，淘宝价）
投影仪：2380（淘宝价）
投影屏幕：358（淘宝价） 每名前来洗澡的流浪人员发送一条小毛巾（3元/条x1000条=3000元），一副宾馆用牙刷牙膏小肥皂
梳子（0.6元/套x5000套=3000元),袋装洗发水(0.15元/袋x1000袋=150元)
常务管理妙觉餐补、车补、通信费补贴，暂定600元/月，请大家协商后定。
以上为前期一次性投入，共计：33488元（注：以上均为网上报价，实际价格以到市场购买发票为准，可能稍有出
入）
财务公开：1、接受捐款的银行存折由刘德军保管、密码由妙觉保管，取钱由刘德军、妙觉、童�(yáo)三人共同进行。 2、所有财务开支，都需由刘德军、妙觉，以及一名志愿者共同签字才能有效。日常所消耗物资，由妙觉及最少一名志愿者购 买，并开具正规发票。每月月底在网上公开帐目，并接受捐赠者不定期查阅帐目。
附：各参与人员简介 滕 彪：北京大学法学博士，中国政法大学法学院讲师，公盟咨询公司创办人之一。2003年3月，就孙志刚事件，与许志永、俞江一起以公民身份向全国人大法工委递交建议书，推动了《城市流浪乞讨人员收容遣送办法》的废除。
莫之许：知名媒体人、图书策划人兼资深编辑，专栏作者。曾任职于《战略与管理》杂志、《华夏时报》；后为独立图书策划人，策划出版《非常道》、《哈耶克传》、《我反对》、《美国草根政治日记》等图书。
范亚峰：著名宪政学者、基督徒、法学博士、前中国社科院法学研究所副研究员，公法评论网主编，京鼎律师事务所学术顾问。
妙 觉：佛家出家人，比丘尼(女性)，多年来一直致力于帮助弱势群体，主要以帮助艾滋病人恢复心理健康的工作为
主，凤凰周刊曾以《妙觉：中国"德蕾莎"》的文章对妙觉比丘尼做过详细报道。
果 实：佛家出家人（女），参与多起女性权益维权。
朱承志：维权人士，多次参与救助北京流浪人员。
赵 毅：北京志愿者，多次参加过公盟组织的黑监狱救助访民行动，以及前往山东龙口调查李淑莲"被上吊"事件
童�(yáo):大学在校生，以前学数学，后改学服装设计。
刘德军：民主、维权活动者。创立了劳工法律援助社（办公地点广东）；宣传选举法，指导多省多人参与人大代表、村委会主任、居委会主任竞选；参与多起维权案件――湖北重庆多起拆迁案、湖北被清退教师维权案、邓玉娇案、安徽访民李蕊蕊被黑监狱看守强奸案、山东姚晶被截访人员打伤案、福建访民罗先英被打断腿案（并为罗募捐医疗费）、山东李春华李淑莲被赤身绑架案、李淑莲"被上吊"案等。
