Summary:
On January 1st, the Third National Assembly of Hepatitis B Virus (HBV) Carriers was successfully held in the city of Wuhan, where representatives from non-governmental organizations (NGOs) and HBV carriers from some 20 provinces and municipalities gather to summarize their job in 2009 and lay planning and prospect for their work in 2010.
Originated since October 2007, this is the third time China’s vast Hepatitis B community sat together, where as many as 18 NGOs took steps to establish the China Public Service Network on Hepatitis B as a platform to share information and experience, coordinate future efforts and speak a united voice for the overall interests of Chinese HBV carriers.
On January 3, the conference came to an end as representatives voted to decide the Council and Secretary of the newly-launched network.

Preparation:
In Year 2009, the adoption of Food Safety Law and its national regulation for implementation brought new hope to China’s HBV carriers, who rallied to apply for their health certificates under the new legislation. It is within this context that the nation’s Hepatitis B community came to a get-together on the first day of 2010 where they held, for the third time, the National Assembly of Hepatitis B Virus (HBV) Carriers to sum up their experience and plot out the future.
Back in November 2009, the organizing committee of the national conference was formed with 7 representatives from various NGOs and 2 from individuals. Beijing YIRENPING Center, a leading public health advocacy group and Public Health and Right to Education Working Group were charged to undertake the preparations.
The organizing committee also drafted the outline of the conference, which included popularizing legal protections of HBV carriers, strengthening communication and information sharing between regional groups and establishing a national network as the platform to provide better public service on Hepatitis B. Detailed arrangements at the gathering included NGO work reports in 2009, discussions about obtaining health certificates, development of working groups and volunteers, analysing manuals instructing the work of groups and amateur lawyers. Participants attending the national assembly included leaders of local NGOs and outstanding figures in the public service for HBV carriers.
Process:
China’s Third National Assembly of Hepatitis B Virus(HBV) Carriers was successfully launched at 1:30 p.m. of the first day in 2010. Participants listened to work reports from Beijing YIRENPING Center and other NGOs, as well as their work prospects in 2010.
Heated discussions and opinions were heard in the conference, as key speakers went on to give their elaborated presentations. The director for legal assistance at Beijing YIRENPING Center summarized nationwide lawsuits launched against Hepatitis B-related discrimination and more specifically, Guangdong working group gave further light on the issue within the province. Meanwhile, a manual for amateur lawyers were presented to the assembly, covering all major aspects of a typical lawsuit against Hepatitis B-related discrimination. The manual is believed to greatly expand future litigation skills and efficiency for similar matters.
Other keynote speakers include Lei Chuang, who was the country’s first HBV carrier to apply for a health certificate under new legislations, and other applicants to break the long-standing barrier for Chinese HBV carriers. The consultant with China’s first Hepatitis B public service hotline described the advisory work in 2009 and Public Health and Right to Education Working Group shared its experience in drafting motions for Chinese lawmakers and political advisers at the annual National People’s Congress and Chinese People’s Political Consultative Conference sessions. Beacon Project, a group that promoted education in rural China, was invited to the assembly to share its experience in managing volunteering efforts for public service.
Participants gave their suggestions to the Manual for Working Groups, a brochure of guidelines for grassroots volunteer groups that remain to be perfected and published. Discussions led to believe that the release of this manual would do enormous help to the establishing and running of regional groups dedicated to Hepatitis B-related public service.
At the end of the conference, representatives unanimously voted to establish the China Hepatitis NGO Network and discussed its future operating. A charter of the network was finalized in principle with its Council and Secretary being chosen, which would be a big step forward for the expansion and cohesion of China’s Hepatitis B community.
